New EcoBlock White Paper Looks at Regulatory Policies and Microgrid Development in California

EcoBlock co-PIs Sascha von Meier and Dan Kammen have recently published a white paper reviewing possible regulatory frameworks for the Oakland EcoBlock project. The paper, titled The EcoBlock Project and the “Own Use” Exemption under Public Utilities Codes Section 218 – A Way Forward for Privately Operated Microgrids, examines the “own use” exemption in section 218 of the Public Utilities Code and explores its potential and limitations in the context of microgrids and recent CPUC (California Public Utilities Commission) action.
